National Gaming to Acquire Beulah Park in Ohio
Legislative Update: LetOhioVote.org, the
group pushing for a statewide November ballot issue
aimed at barring Ohio racetracks from installing video lottery terminals (VLTs)
at their facilities,
has submitted an additional 155,000 signatures to the Secretary of State
for approval that would
give them enough signatures to place the issue on the November ballot. The
language in House
Bill 1 (HB 1) is the implementation language needed to allow Governor Ted
Strickland's Executive
Order for VLTs to go forward.
The legislature has the opportunity to negate the November vote by
repealing the HB1 language.
There would be no need for a vote in November, and therefore Governor
Strickland could alter
his Executive Order to proceed by that order only. This approach would
bring other legal
challenges which would go to the Ohio Supreme Court for a decision on
constitutionality, which
the Governor has asked for, but the court has yet to rule.
State Representatives Blessing (R) & Book (D) have recently introduced HB
250 for VLTs at Ohio
racetracks. Their bill mirrors the Governor's Executive Order & is going
through the State
Government Committee. (4th
Hearing-All testimony-Possible amendments & vote on Mar. 10th)
The first
hearing was for sponsor only testimony,
the second hearing
on February 17 was for proponent
testimony.
Both horsemen's representatives stated that Ohio horsemen supported
the concept of VLTs at
the racetracks & expected a fair & equitable amount of revenue for
horsemen. If the HB 1 language
is on the November ballot, the Ohio horse racing industry must come
together for a strong
grassroots campaign to pass the language which will allow the Governor's
Executive Order
to move forward. We will have the "YES" side & must win!

Sara's Sucess is owned by Thorobeam Farm, the breeders of Amen
Hallelujah.

Dr. John Mossbarger
Elected to OFBF Board
OHHA & USTA director Dr. John C. Mossbarger has been elected to the board
of trustees for the
Ohio Farm Bureau Federation. A resident of Washington Court House, he will represent Farm
Bureau members from Clinton, Fayette, Greene and Warren counties in the
governance of the
state’s largest farm organization. Dr. Mossbarger takes office following
a special election by
delegates of his counties. Dr. Mossbarger, along with his father and
brother, own and operate
Midland Acres, a Standardbred horse farm in Bloomingburg, Ohio. He is also a large animal
veterinarian. Dr.
Mossbarger currently serves as chairman of the Ohio Equine Industry
Coalition
that was formed to converge the diverse Ohio equine industry, harnessing
its passion and grassroots
resources to promote the economic, recreational and historical
significance of all breeds and
disciplines through advocacy and statewide education and awareness.
The OTBO, HBPA, OHHA, OQHA, Hunt/Jump
Assoc. Draft & Ohio Horsemens Council are serving on the OEIC Board to
help build this group.

Downs Establishes Surrender Stall
Cincinnati's River Downs has established a "surrender stall" program for horse owners who can no
longer care
for their animals. The program was established in response to the removal
of six allegedly malnourished horses
from a farm operated by former Thoroughbred horse trainer Chad Moore. Moore has been
charged with two counts
of animal abandonment and two counts of animal cruelty.
The new program will get under way when racing resumes at River Downs in April.
Owners who surrender their
horses will be required to provide information about the animal and
surrender all pertinent Jockey Club documents.
Surrendered horses will remain at the track pending placement at
appropriate rescue facility.
Track officials are also working with equine industry members in the area
to establish a regional network to help
at-risk horses. The organization will establish an equine welfare tip line
and a Web site containing resources for
owners in need. Members will also assist law enforcement officials in
equine cruelty cases, said group co-founder
Donna Moore.

3 Passage
Presents Opportunity
HBPA Website
While the November 3 passage of state Issue 3 is a
potential blow to Ohio’s racing industry, the Ohio HBPA
views it as our best opportunity to date to bring video
lottery terminals to Ohio’s tracks.
Issue 3, which passed
by a margin of 53% to 47%, authorizes the placement of full
scale casinos in pre-specified downtown locations in
Cincinnati,
Columbus,
Cleveland and
Toledo. Obviously,
full scale casinos placed within 15-miles of each of our
tracks have the
potential to greatly damage, if not end thoroughbred racing in the state
if the tracks are not given
similar expanded gaming opportunities in order to compete for customers.
On the positive side,
now that the placement
of casinos in
Ohio is
imminent, the potential to bring expanded gaming to
Ohio’s racetracks
in the form of video lottery
terminals has never been better.
The Ohio HBPA will continue to focus its efforts on lobbying Ohio
legislators to level the
playing field
for Ohio’s horsemen and racetracks. Given that construction of the casinos
authorized by the passage
of Issue 3 is not expected to be completed until 2012 there is still time
to save the state’s racing industry.
